Uttar Pradesh Electronics Corporation Limited (UPLC) is a wholly-owned Government of Uttar Pradesh enterprise, incorporated on 30 March 1974. Headquartered at 10 Ashok Marg, Lucknow, UPLC operates under the Department of IT & Electronics, Government of Uttar Pradesh, and serves as the state's premier nodal agency for promoting the electronics and information technology sector.

Role & Mandate

With over 44 years of experience, UPLC has evolved from an early-stage electronics promotion body into a comprehensive ICT solutions provider and policy implementation arm for the state. It plays a pivotal role in implementing the UP Startup Policy and Digital India initiatives across the state.

Startup Ecosystem Role

UPLC is the nodal implementing agency for the Uttar Pradesh Startup Policy and administers the StartinUP portal (startinup.up.gov.in), which:

• Lists and manages recognized incubators across the state.
• Coordinates state funding and facilitation for startups.
• Works toward establishing 100 incubators — one in each district of UP.
• Supports a growing cohort of DPIIT-recognized startups across IT/ITES, agritech, edtech, fintech, healthcare, and manufacturing.
