Frequently Asked Questions
What is the Uttarakhand Mega Industrial and Investment Policy - 2021?
This policy, implemented by the Government of Uttarakhand, is designed to stimulate large-scale industrial development and investment within the state. It achieves this by offering a robust package of financial incentives, subsidies, and reimbursements to eligible industrial projects and manufacturing enterprises, thereby creating a conducive business environment and promoting employment.
Who is eligible to avail of the benefits under this policy?
Any person or entity that intends to make significant capital investments in industrial projects within Uttarakhand is eligible to apply for the various incentives. The policy categorizes projects based on their fixed capital investment (from ₹50 crore upwards) and outlines specific eligibility for each incentive, particularly targeting manufacturing industries.
What types of financial incentives are provided?
The policy offers a comprehensive array of financial benefits, including rebates on land rates in SIIDCUL Industrial Areas, interest subsidies on term loans from banks, reimbursement of State Goods and Services Tax (SGST), electricity bills, and electricity duty. Additionally, it covers reimbursement for stamp duty and registration fees, capital subsidies for Environmental Treatment Plant (ETP) setup, and payroll assistance to encourage large-scale employment generation.
How are projects classified, and do benefits vary by classification?
Yes, projects are classified into Large, Mega, Ultra Mega, and Super Ultra Mega based on their fixed capital investment, ranging from ₹50 crore to over ₹400 crore. The level and maximum limits of financial incentives, such as land rebates, interest subsidies, and electricity bill reimbursements, are often tiered, with larger projects typically receiving higher annual caps or percentages of reimbursement.
What are the primary sectors targeted by this policy?
While the policy broadly supports industrial development, many of the key financial benefits, such as land rate concessions, SGST reimbursement, and electricity bill reimbursement assistance, are explicitly applicable only to manufacturing industries. This indicates a strong focus on enhancing the manufacturing base within Uttarakhand.
How can an investor or enterprise apply for these incentives?
Investors and enterprises can apply for the financial incentives by submitting their applications online. This is facilitated through a dedicated single-window system portal available on the official Invest Uttarakhand website. The portal also provides detailed information regarding the entire registration process and the list of necessary documents required for application submission.
