Can an SHG or cooperative apply?

Yes. Groups of fishers and fish farmers (SHGs, JLGs, fisher cooperatives) and FFPOs/FFPCs are eligible, with the higher 20-hectare ceiling.

Does this cover the fish seed and feed too?

No — this activity funds pond construction. Input costs for the first crop are supported separately under the inputs-for-freshwater-aquaculture activity.

PMMSY New Grow-out Fish Ponds (2026): Up to ₹4.2L

Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), the Department of Fisheries assists construction of new grow-out ponds for freshwater aquaculture (item 1.4 of the scheme's activity list).

The benchmarked unit cost is ₹7.00 lakh per hectare. Government assistance is ₹2.80 lakh per hectare for a general beneficiary and ₹4.20 lakh per hectare for an SC/ST/Women beneficiary. Support is capped at 2 hectares per individual beneficiary and 20 hectares per group or society, so a group project can draw assistance on a much larger command area than an individual one.

Proposals are routed through the State/UT Fisheries Department and sanctioned within the state's Annual Action Plan.

State/UT Fisheries Departments appraise proposals against PMMSY activity norms and unit costs, prioritise them within the approved Annual Action Plan outlay, and forward them for sanction. Physical verification of the created asset precedes release of assistance.

Assistance towards the cost of excavating new grow-out ponds, benchmarked at ₹7.00 lakh per hectare. A general beneficiary receives ₹2.80 lakh per hectare and an SC/ST or woman beneficiary ₹4.20 lakh per hectare. An individual can claim on up to 2 hectares; a group, cooperative or FFPO on up to 20 hectares. The balance of the pond cost is the beneficiary's own contribution.
